Programs:

It is supervised by the Department of Academic Affairs within the framework of integration with the Departments of Administrative and Military Affairs.

First: College of Postgraduate Studies and Scientific Research

The Master of Public Administration program is considered one of the first programs at the level of Palestinian universities, which was designed to meet the needs of the governmental and semi-governmental public sector in terms of educated human cadres who are able to occupy leadership positions in state institutions.

The program concentrates on the ability to deal with all administrative and professional issues, by providing them with all the skills, knowledge, and theories necessary to lead public institutions and to face the challenges that may face their work.

Also, it is characterized by its ability to prepare specialists with expertise and knowledge in the field of public administration, manpower management in the public sector, administrative law, managing state budgets, designing organizations, and sound decision-making, besides getting acquainted with modern knowledge of the management of public institutions and learning from the experiences of developed countries in the field of public administration, in addition to studying the principles of good governance and how to apply them in Palestinian institutions.

Second: Bachelor's programs

It lasts four years and is all accredited by higher education. These programs are:

Martyr Kamal Boutros Nasser College for Humanities

It is one of the basic colleges at Al-Istiqlal University, and it aims to raise the security knowledge and professional level of students, and to prepare distinguished cadres scientifically and in the security field, to complete the scientific process of Al-Istiqlal University and the specializations needed by our security institutions. Since the beginning, those in charge of the university have given special importance to the establishment of the College of Humanities with its various specializations. The university administration has sought to provide all the technical and material requirements of the college, through the use of technological means to assist in the success of the educational process, and has also worked to recruit a distinguished group of faculty members.

Furthermore, the study plans of the college were prepared by specialized academic cadres, whether from inside or outside the university, after studying and comparing them with the study plans offered in Arab universities and other local universities, in cooperation with the academic quality unit at the university.

Martyr Khalil Al-Wazir (Abu Jihad) College for Administrative Sciences

The College of Martyr Khalil Al-Wazir (Abu Jihad) for Administrative Sciences translated the University's strategic plan to coincide with the development of plans and new programs to meet the needs of the administrative science sector and meet the needs of the Palestinian security establishment. Also, it concentrates on preparing cadres with scientific and intellectual qualifications through its plans and programs, taking into account providing them with the necessary skills to keep abreast of the development of administrative science in its various branches.
 College departments:

  • Department of Public Administration and Military Sciences.
  • Department of Information Systems.
  • Department of International Relations and Diplomacy.
  • Master of Public Administration Program.
  • Administrative studies and consulting unit.

Salim Al Zanoun College of Law:

The faculty of law’s mission is to improve the quality of education by local and international standards. The College seeks to provide new modern knowledge in the fields of police science, criminology, and law through distinctive academic programs that encompass all aspects of scientific specialization. And, the College works to gain the trust of Palestinian society in its various institutions and graduates specializing in law, police science, law, and criminology.

Also, it seeks to prepare a competent and specialized generation of jurists, police officers, and criminologists that keep pace with the latest modern scientific and educational knowledge, in addition to the academic and qualification programs according to the scientific, technical, and theoretical standards.

Furthermore, it works on providing the State and the criminal justice services with high-level graduates armed with the principles of justice and equality that are included in the various courses of law, police sciences, and criminology.

Third: diploma programs

Intermediate College for Security Studies

The Palestinian Security Establishment is one of the most important pillars of the Palestinian State and works on strengthening the security of the country and society and its property. The establishment requires qualified competencies from officers, personnel, and commanders on an ongoing basis, hence the University of Al-Istiqlal seeks to prepare qualified officers academically and with military skills to meet the needs of the Palestinian security services and military. So, diploma programs have been required to meet the needs of the Palestinian security establishment. These programs are:

  • Security Science Program.
  • Military Science Program.
  • Military sports training program.

Fourth: The Training and Development Institute

The Department of Training and Development has been established since the beginning of the University’s establishment to help achieve high levels of management in various aspects, using scientific and methodological tools, besides distinguished staff capable to promote the skills of the different beneficiaries by using innovative, and creative methods.

The Palestinian Academy of Security Sciences develops and acquires full university status by decree of HE President Mahmoud Abbas "Abu Mazen" in 2011 and the Ministry of Education and Higher Education covered all university facilities, including the Department of Training and Development, which in turn became the Institute of Training and Development at Al-Istiqlal University.
